The Government takes into account the conditions for operating personal assistance in the budget proposal

The increase in the standard compensation of 3,0 per cent is an increase compared with the previous year (2.5 per cent). The current collectively agreed wage agreements are valid until September 2025, which reduces margin pressure for most of 2025. An indexation of the standard compensation would mean greater predictability, greater ability for a long-term perspective and reduced financial risk in personal assistance.

The standard deduction for parental responsibility means that a certain number of hours are deducted from the basic needs of children, where the child's age determines the size of the deduction. The halving of the deduction proposed in the state budget means that the threshold for entitlement to assistance for children is reduced, which is likely to entitle more children to personal assistance. The change not only affects the right to assistance, but also means that more hours become eligible for assistance.

Humana, together with other actors in the industry and the disability movement, has conducted long-term work with opinion formation, advocacy work and knowledge spreading to advertise for reasonable conditions for assistance.

-I am convinced that all the conversations we have had with decision-makers and published debate articles have affected the outcome of the budget proposal. Strengthening assistance has several positive effects. It should be possible to run personal assistance throughout Sweden, rogue actors should be kept away so that we can minimize the risk of welfare crime, and more people should be able to get jobs as personal assistants. And above all: everyone should receive the assistance they are entitled to, says Hans Dahlgren, CEO of Humana Assistans.
